Geza Lore aa93391117 Optimize bitwise operations of unaligned selects in DFG (#8636) 
Add a DFG peephole pattern that replaces 'Sel(a, i) OP Sel(b, k)' for
And/Or/Xor with 'Sel(a OP Sel(b, k - i, width(a)), i)', when the narrower
source 'a' lines up with a range of the wider source 'b'. This extends the
existing push of bitwise operations through selects of the same lsb.

Bit-by-bit chains over corresponding bits of two sources, then become
selects of the same word-wide value, and collapse into a single
reduction instead of per-bit terms.
