[2.x] ci: Rebalance scripted jobs (#9867)

**Problem**
Scripted job 3 is near the 25 minute timeout, and tests/* runs twice.

**Solution**
Drop tests/* from job 2, and move groups from job 3 to jobs 4 and 7.
