Add a user-settable variable measureprec to set the number of digits
...
when printing the measure outputs.
Internally this is a global variable measure_precision.
Enable all measure commands to recognize measure_precision when
printing an output.
Default value is 5 (yielding 6 digits after .?).

Add a predifined variable 'skywaterpdk' to speed up circuit
...
loading and parsing.
If set, it removes quoting tokens for params. This requires
that Skywater PDK does adequately stick to the ngspice syntax
to put params in between braces. As far as tests go, it does.
It also set the number of nodes for MSO devices to 4, so no lengthy
search is required.

Made cp_enqvar() mode modular by adding a separate function to handle the case of a vector. Lists are more efficiently handled by moving common comparisons out of the loop over elements. The first argument of cp_enqvar() is changed from char * to const char * since the name of the variable being found is not altered by the function.

cp_enqvar() returns freshly malloced variables as well
...
as variables owned by somebody else, e.g. from ft_curckt->ci_vars.
The new function parameter tbfreed notifies the caller if the
variable is malloced here and may be freed safely.
