Fix configure scripts to work with autoconf 2.70.

Numerous deprecated features have now become obsolete. Mostly done by
running autoupdate, but that left a few fixes to be done manually.

This includes the latest version of AX_PROG_CC_FOR_BUILD from
https://www.gnu.org/software/autoconf-archive/ax_prog_cc_for_build.html
