Internals: Always attempt to release resources on termination (#6416) 
Replace std::exit with v3Global.exit, and make V3Error::vlAbort call
v3Global.shutdown. This gives us an opportunity to release resources to
facilitate leak checking even when exiting early on an error.

Note we still don't release most resources by default without
VL_LEAK_CHECKS, so there is no behaviour change there.

Internals: Fix remaining cppcheck errors (#6319) 
Fixed the non const-related issue and added suppressions for the const
ones. With that `make cppcheck` should be clean.

Internals: Use `std::packaged_task` as a job wrapper; add and use `V3ThreadPool::ScopedExclusiveAccess` (#4310). 
* Add VL_ASSERT_CAPABILITY; add assumeLocked and pretendUnlock to V3Mutex.

* Pass jobs as template-arguments and use std::packaged_task.

* Add and use V3ThreadPool::ScopedExclusiveAccess.

Geza Lore 63c694f65f Streamline dump control options 
- Rename `--dump-treei` option to `--dumpi-tree`, which itself is now a
  special case of `--dumpi-<tag>` where tag can be a magic word, or a
  filename
- Control dumping via static `dump*()` functions, analogous to `debug()`
- Make dumping independent of the value of `debug()` (so dumping always
  works even without the debug flag)
- Add separate `--dumpi-graph` for dumping V3Graphs, which is again a
  special case of `--dumpi-<tag>`
- Alias `--dump-<tag>` to `--dumpi-<tag> 3` as before

Geza Lore 38e5b6c1ad Replace __gcov_flush with __gcov_dump 
__gcov_flush was a private function and was removed from later GCC
versions (at least from 11.2.0, possibly earlier). Replace with the
documented public __gcov_dump.

Geza Lore 5f0e1fae7f Simplify and clarify reporting of enclosing instance 
Rename AstNodeModule::hierName -> someInstanceName and explain that this
is only used for user messages.

Rename AstNode::locationStr -> instanceStr and simplify implementation.
In particular, do not report an instance if we can't find a reasonable
guess.
