Internals: clean up begin blocks and lifetimes in foreach loops (#5306) 
According to IEEE 1800-2023 12.7.3, the loop creates an implicit block
around it, containing declarations of the loop variables with automatic
lifetime.

No functional change intended.

Fix compiler coroutine check (#5190) (#5300) 
The necessary options to support C++ coroutines vary greatly between
compilers, its versions, and the standard library being used. This
patch makes the check for coroutine support more robust by adding a
declaration of a coroutine variable, instead of just including the
header. It also makes sure that the HAVE_COROUTINE and
CFG_CXXFLAGS_COROUTINES flags are always set together, and only when
coroutine support is detected.

Internal: Suppress new clang-tidy messages (#5293) 
The two most useless warning classes are llvmlibc-* on virtually every
identifier use that it does not resolve to __llvm_libc:: namespace, and
altera-* ones that warn on virtually every loop statement that it could
be unrolled with a pragma.  No functional change.
