jvican c8560c6b4e Add `ZincCompilerUtil` to get the Scalac compiler 
* Move `IncrementalCompilerUtil` to `ZincCompilerUtil`.
* Change `IncrementalCompilerUtil` to an interface with static methods.
* Remove bug in which ScalaInstance implementation was leaking to the
  public API.
