eugene yokota c03a75308d [2.x] fix: Retry mkInput (#9835) ...

**Problem**
mkInput may fail for file locking reasons outside of the task engine
management.

**Solution**
This adds a simple retry. Note that we do not try to fall back
to organic task execution when mkInput fails.
