Eugene Yokota 08eaba9107 Add SbtPlugin ... Fixes #3538 This brings in `sbt.ScriptedPlugin` as `sbt.plugins.ScriptedPlugin` into sbt mothership. In addition, `sbt.plugins.SbtPlugin` is added that enables the scripted plugin and `sbtPlugin := true`.
