The MC31 (SRL cascade-out) DOUTMUX encoding carried an extra 30_10 bit
not part of the mux select -- fasm2frames set it for every MC31 route.
In use by the validated open eth-arp flow (VC707 ARP 9/9, 2026-07-13).
