Tim 'mithro' Ansell 2eb1bf3bfe fuzzers: Add 000-init-db fuzzer. 
Creates the .db files via make rather than via sourcing settings.sh
allowing pip fuzzers to interact correctly with `make clean`.

Fixes #604.
