Keith Rothman 716e4ca785 Add ISERDESE2.DATA_WIDTH's 2-8. 
10 and 14 require ISERDESE2 MASTER/SLAVE which are not currently in use.

Keith Rothman 816bf44156 Rework IOB fuzzers. 
- Add most single ended IOSTANDARD's.
- Add bits for input, output and input/output buffers for single ended
  IOBs.
- Add initial ILOGIC fuzzer.
