Fixing MacOS builds after upgrading cibuildwheels (cibuildwheels needed upgrade because of CentOS 7 mirror EOL). Fix was done by pinning delocate to 0.10.7. The proposed version 0.11 had trouble with libpng on MacOS 13 Github runners. cibuildwheels does builds for the minimal platform - 10.9 - and libpng was detected to need 13.0. delocate 0.10.7 ignores library version requirements, hence did not have this trouble.
