Remove support for vvp32 build
Remove configure and Makefile support for the vvp32 build. Remove
also the libdir64 support.

Use a variant of ivl_dlfcn to do dynamic loading
from within the cadpli module.
Change the +cadpli flag to -cadpli, to keep the
